Every version, documented in public.
A number is only citable if you can tell which model produced it. Each release below states the component versions in force at that date and every change made, classified the way a source repository would classify it.
Versions are semantic. A patch corrects an error without changing published values. A minor version adds capability or data without invalidating existing results. A change marked value-changing means previously published numbers were superseded, not corrected — cite them against the release they came from.
